2. The Terms of Reference of the Steering Committee will be as follows:
- To review procedures and guidelines of the Government for involving VOs in different schemes and suggest simplified mechanisms for appraising and monitoring the work of VOs.
- To review existing accreditation systems for VOs and provide suggestive measures to establish better methodologies for accreditation of VOs for enhancing accountability, transparency and good governance in the voluntary sector.
- To examine the existing partnership arrangements between Private Sector and Voluntary Sector and recommend appropriate steps to promote Corporate Social Responsibility.
3. The Chairperson of the Steering Committee may constitute Sub-Groups on any specific area / problem and also co-opt additional Members, if considered necessary.
4. The expenditure on TA/DA in connection with the meetings of the Steering Group will be borne by the parent Department / Ministry / Organization to which the officers belong. Non-official members will be entitled to TA / DA as admissible to Grade-I Officers of the Government of India and this will be paid by the Planning Commission.
