It has been decided to set up a Steering Committee on Youth Affairs and Sports for the formulation of 11th Five Year Plan (2007-12).

2. The Terms of Reference of the Steering Committee are as fellows:
- To review the current status of the sector, to identify thrust areas for development of the Youth and Sports, to formulate the broad objectives and to provide the focus for development of the Sector during the Eleventh Five Year Plan;
- To oversee and guide the Working Groups in all respects.
- To consider the recommendations of the Working Groups and suggest the financial resources and financial outlays for different schemes in the sector, during the Eleventh Plan period.
- To work out an operational strategy for implementation of recommendations of the Working Group/Task Force/Committees etc. set up for the sector and to suggest changes, if any.
- The Chairman of the Steering Committee, if required may constitute Sub-Groups and/or co-opt additional members.
- The expenditure on TA/DA etc. of official members in connection with the meetings of the Steering Committee will be borne by the respective Government/Departments/Institutions to which they belong. Non-Official Member will be entitled to TA/DA as admissible to Grade I officers of the Government of India and this expenditure will be paid by the Planning Commission.
