Working Groups for the Eleventh Five Year Plan (2007-2012)

Non-Conventional Energy Sources

It has been decided to constitute a Working Group on Non-Conventional Energy Sources in connection with the formulation of the Eleventh Five Year Plan (2007-2012). The Composition and Terms of Reference of the Working Group are as follows:

1. To review the Integrated Energy Policy Report and suggest measures to operationalise its recommendations during the Eleventh Plan.
2. To recommend an industry structure that would enhance number of players, promote competition, provide a consistent and transparent pricing regime and raise conversion, transmission, distribution and end use efficiency.
3. To review the performance of existing MNES programmes and suggest modifications and/or alternative approaches for greater effectiveness.
4. To review the efficacy of the Village Energy Security Programme of MNES.
5. To review the financial and physical performance of the MNES programmes during the Tenth Plan in relation to the targets set in the beginning of the Plan and recommend measures to overcome the shortfalls.
6. To estimate resource requirement for the Eleventh Plan and to identify the sources including the Centre, States and private participants.
7. To suggest measures for mainstreaming mature renewable energy technologies and making their growth demand driven as opposed to being supply driven.
8. To review the current pricing and subsidy regime for renewable energy programmes and to suggest measures to target subsidies to removing real barriers.
9. To suggest measures to link available fiscal and financial incentives for renewable energy programmes to production of energy as opposed to the current practice of providing incentives linked to building renewable capacities.
10. To recommend policy guidelines for effective feed-in laws and/or feed in tariffs for grid connected renewable power so as to ensure a level playing field between the conventional and renewable alternatives.
11. To suggest socially oriented renewable energy programmes to address community needs where considered more effective compared to programmes targeting individual needs/initiatives.
12. To suggest ways to generate public awareness through effective dissemination of information about renewable energy devices and systems especially among the vast rural population.
13. To recommend measures for self-supporting and sustainable rural energy programmes with the involvement of grass root institutions like PRIs.
14. To recommend appropriate building laws mandating passive design features for energy efficient buildings, the use of solar water heater and other energy saving devices.
15. To suggest the design of a labeling and certification mechanism for improving end use efficiency and to prevent proliferation of sub-standard conventional and/or renewable energy based gadgets/systems.

2. In order to assist the Working Group in its task, separate Sub-Groups on specific aspects may be formed. These Sub-Groups will furnish their reports to the Working Group.

3. The Chairman of the Working Group may co-opt other experts as may be considered necessary.

4. The Working Group will submit its report to the Planning Commission latest by 30^th September, 2006.

5. Non-official members shall be entitled to payment of TA/DA by the Planning Commission as per SR 190(a). Official members will be entitled to payment of TA/DA by their respective Departments/Organizations, as per the rules of entitlement applicable to them. 

6. The name (s) of Representative (s) of various organizations, as per the above compositions may be communicated to the Member-Secretary of the Working Group under intimation to Shri Surya P. Sethi, Adviser (Energy), Planning Commission.
