Shipping and Inland Water Transport
Dated 17th April 2006 In the context of the formulation of the Eleventh Five Year Plan, it has been decided to set up a Working Group on Shipping and IWT. The composition of the Working Group will be as follows:

2. The Terms of Reference of the Working Group will be as follows:
- To review the financial and physical performance of Shipping and IWT sectors during the Tenth Plan period.
- To formulate a strategy for the development of Shipping sector keeping in view the need for - (a) making Indian shipping more competitive; and (b) meeting the emerging requirements of sea transportation of Indian trade.
- To project the traffic flows (commodity-wise) and assess the capacity requirements to meet the projected traffic demand by Indian vessels during llt1lPlan.
- To formulate programmes for the development of Shipping sector during 1 ll Plan indicating - (a) physical targets and financial outlays; and (b) sources of funding.
- To assess the role of coastal shipping and inland water transport (IWT) in achieving optimal inter modal mix.
- To recommend a policy framework for development of IWT and coastal shipping keeping in view the need for relieving pressure on other surface mode of transport.
- To recommend measures for promoting private sector participation in the development of coastal shipping and IWT.
- To review the measures taken to restructure Central Inland Water Transport Corporation (CIWTC).
- To evaluate the performance of IWAI with particular reference to the development of National Waterways.
- To review CSS with particular reference to development of infrastructure facilities for promotion of IWT.
3. The Chairman of the Working Group may include any additional terms of reference in consultation with Member (AH), Planning Commission.
4. The Chairman of the Working Group may co-opt officials or non-officials as Members and constitute sub-groups, if considered necessary.
5. The non-official Members of the Working Group will be paid TA / DA at the rates applicable for Grade-I officers of the Central Government for attending meetings of the Working Group.
6. The Working Group will submit its report to the Planning Commission by 315t August, 2006.
7. Sh . Sugan Singh, Director ( Tpt ), Planning Commission. Room No. 461, Yojana Bhavan (Tel. No. 2309 6706) will act as the Nodal Officer and any further communication in this regard may be made with him.
