Working Groups for the Eleventh Five Year Plan (2007-2012)

In the context of the formulation of the Eleventh Five Year Plan (2007-2012), it has been decided to set up a Working Group on 'Civil Aviation'. The composition of the Working Group will be as follows:

The terms and references of the Working Group are:

  1. To review the physical and financial performance of various constituents units of Ministry of Civil Aviation indicating the achievements and failures with particular reference to Tenth Five Year Plan targets.
  2. To project growth in passenger and cargo traffic (both International and Domestic) and assess the capacity requirements in terms of passenger and cargo volumes for each year of the Eleventh Five Year Plan.
  3. To assess the Airport infrastructure requirement in view of growth in passenger and cargo traffic (both International and Domestic).
  4. To formulate strategy for development of civil aviation keeping in view its role and the need to (a) set up regulatory framework, (b) to promote private sector.
  5. To formulate programme for the development of constituent units of civil aviation Sector; separately indicating the physical targets and financial outlays for each year of the 11th Five Year Plan. The programme should show distinctly the requirements for replacements, modernisation , and augmentation of capacity, role of private sector, technological developments and the need for making the sector commercially viable in a competitive domestic and international environment.
  6. To assess the internal resources of the Sector in the Eleventh Five Year plan and suggest measures to augment them so as to make the sector self-reliant.
  7. To review the policy regarding bilateral air services agreement and suggest measures for augmentation of air seat capacity on all busy international sectors connecting India having regard to the need for promotion of trade and tourism.
  8. To review the progress made in improvement of air connectivity in the North-East and other remote areas for provision of reliable air services and, in this context, review of existing Route Dispersal Guidelines.
  9. To assess and estimate the requirement of funds for investment in development of airports in the North-Eastern Region during the 11th plan.
  10. To indicate the direct employment expected to be generated for various categories of the staff in the course and after the execution of different programmes for each year for the 11th Five Year Plan.
  11. To assess the security, safety and allied support requirements for civil aviation sector in the Eleventh Five Year Plan period.
  12. Any other item considered important by the Working Group.

The Chairman of the Working Group may co-opt officials or non-officials as members and constitute sub-groups, if considered necessary.

The Working Group will submit its report to the Planning Commission by the end of August, 2006.

The non-official member of the Working Group will be paid TA/DA at the rate applicable to Grade I officers of the Central Government for attending meetings of the Working Group.
