In the context of preparing Eleventh Five Year Plan (2007-2012), it has been decided to constitute a Working Group on Fisheries as per the following composition and Terms of Reference:

II. Terms of Reference
- To undertake a critical review of the performance of the on-going Central and Centrally Sponsored Schemes /programmes in fisheries sector with reference to their objectives/ targets during Tenth Plan and to recommend their continuation/ discontinuation/ modification /convergence as also fresh initiatives, if any with tentative investments.
- To identify various problems/ constraints in the implementation of on-going development programmes in fisheries sector especially in development of deep sea/ distant water fishing, fresh water and coastal aquaculture, infrastructure development including fishing harbours, fish seed hatcheries, processing and marketing network, welfare of fishers etc.
- To suggest measures including policy issues for increasing area and productivity in fresh water/coastal aquaculture, reservoir fisheries, cold water fisheries including uniform long term leasing of suitable water bodies etc.
- To suggest an action plan for production and standardization of adequate quantum of fish seeds for fresh water and coastal aquaculture and reservoirs.
- To suggest concrete measures for supplementing marine fish catch by sustainable exploitation of deep sea fishery resources, reduction of by-catch, mariculture, resource replenishment programmes like setting up of artificial reefs etc.
- To suggest necessary steps for creation of post harvest infrastructure for fishing harbours, fish landing centers, processing and marketing network including inland fisheries.
- To suggest measures for development of non-food fisheries for pearl culture, ornamental fisheries, etc. to supplement production and income from fisheries.
- To suggest effective fisheries management measures for ban on fishing during monsoon, standardization mesh sizes in different categories of fishing gear, conservation of aquatic bio-diversity etc. in accordance with the Code of Conduct for Responsible adopted by FAO etc.
- To review the on-going fisheries training, extension, HRD and welfare measures for fishers and suggest effective steps for strengthening HRD in fisheries and for improving socio- economic and livelihood issues, gender issues, socio-economic development etc.
- To review current availability of extension and information support, institutional credit and suggest measures for augmenting the same.
- To develop programmes for strengthening of fishery cooperatives into more organized units and increasing their operational efficiency.
2. The Working Group may co-opt any other official/ non-official expert/ representative of any organization as member(s), if required.
3. The Working Group may also examine and address any other issues which may be considered important but are not specifically spelt out in the ToRs and devise its own procedures for conducting its business including meetings.
4. The expenditure of the official members on TA/DA for attending Working Group meetings will be borne by the respective Ministry/ Department to which they belong as per the rules of entitlement applicable to them. In case of non- officials the TA/DA will be met by the Planning Commission as per SR 190 (a).
5. The Working Group will submit its interim report by the end of June, 06 and final report by the end of September, 06 to the Planning Commission.
6. The Working Group will be serviced by the Central Inland Fisheries Research Institute (under ICAR), Barrackpore, Kolkata.
7. Shri. C. Haridas, Deputy Adviser (Fisheries), Planning Commission, Room No.315-A , Yojana Bhavan, New Delhi (Tel. No. 23096518), will be the nodal officer in the Planning Commission for this Working Group and any other query / correspondence may be made with him.
