II. Term of Reference:

  1. To review the status of the Sugar Industry upto and during the Ninth Five Year Plan period alongwith an analysis of capacity and production achievement (estimates) by 2001-02 vis-a-vis targets highlighting the areas and reasons for any shortfalls;
  2. Estimate the domestic demand, production and availability of sugar and surplus for export year-wise upto 2006-07 and in the perspective of 15 years;
  3. Estimate the capacity and production targets year-wise for 2002-07 alongwith recommendations for the most advantageous way of achieving the targets through expansion of the existing capacity and setting up of new units;
  4. Evaluate productivity and economics of the sugar industry and suggest measures to improve upon the same through technological upgradation, R and D activities, by-product recovery and diversification like co-generation, paper manufacture and ethanol production, etc. so as to make the domestic sugar industry internationally competitive;
  5. Evaluate the present norms of consumption of various inputs and to suggest measures for conservation of water, steam, energy and electricity;
  6. Suggest measures to combat pollution in the sugar manufacturing units;
  7. Suggest measures including Government policies for sustained export of sugar;
  8. Assess the performance of khandsari manufactures and recommend suitable measures for growth of this sector;
  9. Suggest measures for sugarcane development, transport and management for supply of adequate and good quality cane to the sugar industry;
  10. Assess the present employment, direct and indirect, and the additional employment likely to be generated during 2002-07 and in the perspective of 15 years;
  11. Assess the present status of the use of information technology in the sugar industry and suggest measures for integration of information technology, automation and networking for improving overall productivity and efficiency of sugar mills;
  12. To suggest areas of training and development, and : augmentation of the present institutional infrastructure, as required for making available skilled work-force to the growing sugar industry.
  13. To make such other recommendations as may be appropriate.

The Task Force may co-opt such official(s) or non-official(s) as member of the Group as considered necessary. The Task Force may also constitute sub-group(s) if so desired.

The expenditure on TA/DA in connection with the meetings of the Committee will be borne by the parent Department/Ministry to which the official belongs. The non-official members of the Committee will be entitled to TA/DA as permissible to Grade I officers of the Government of India and this expenditure will be borne by the Planning Commission.

The Task Force will submit its report within six months.
