Terms
of Reference :
- To estimate
demand, year-wise, of crude oil, natural gas and petroleum products
for the period 2002-03 to 2006-07, 2007-08 to 2011-12 and for
2016-17 taking into account the likely developments in the related
sectors.
- To suggest
a programme for appraisal of the Indian Sedimentary basins to
the extent of 35% by 2006-07, 60% by 2011-12 and 85% by 2016-17
so as to have a coverage of 100% by 2025 to be in line with India
Hydrocarbon Vision-2025.
- To suggest
target for reserve accretion for Tenth Plan period for increasing/maintaining
the ft/P ratio.
- To estimate
year-wise targets of production for the period 2002-03 to 2006-07
and 2011-12 A 2016-17 for crude oil, natural gas and the petroleum
products.
- To estimate
gaps between demand and supply of crude oil, natural gas and petroleum
products for the said period and to suggest measures to bridge
these gaps.
- To estimate
the import requirements of crude oil, natural gas/LN<5, -petroleum
products for the said period and the technical feasibility and
sustainability of imports thereof.
- To evolve
policy measures for Demand Side Management and Conservation of
Petroleum Products.
- To suggest
pricing policy for oil c\ natural gas which should be based on
allowing scarcity to be reflected in prices so as to create an
incentive for conservation and efficient use of petroleum products
and natural gas.
- To review
the approved/under implementation refining capacity additions/
expansions and suggest the additional Refining Capacity for Tenth
and Eleventh Plan by rescheduling/additional capacity of approved
projects.
- To review
the existing policy of Marketing and Distribution of Petroleum
Products and Natural Gas and suggest policy measures to attract
private investments and generate fair competition.
- To suggest
measures for assuring oil security for the country.
- To make suggestions
about rationalisation of duty structure to encourage efficient
refining, marketing and distribution system.
- To examine
and suggest the policy measures and mechanism including the need
for setting up of Regulatory /Authority for tariff fixation in
respect of operation of petroleum products and natural gas pipelines
(which would be used on common carrier principle) and for regulating
the sector under free market scenario.
- To assess
the infra-structural support, viz. raw materials, power, transportation
including port facilities, construction facilities etc. in the
light of possible production capacities in other public/private
sectors that would be required for implementation of the development
plans.
- To suggest
measures for progressive improvement of products standards to
ensure cleaner and greener environment.
In
order to assist the Working Group in its task, separate sub-groups
on specific aspects may be formed by the Working Group. These sub-groups
will furnish their reports to the Working Group.
The
Chairman of the Working Group may co-opt experts as he considers
necessary.
Non-officials
shall be entitled to TA/DA as permissible to Grade I officers of
Government of India and the expenditure will be borne by Planning
Commission The TA/DA of Government and Public Sector officials will
be borne by their respective organisations.
It
is requested that the name(s) of the representative(s) of organizations
mentioned may kindly be communicated to the Member-secretary of
the working group under intimation to the Pr. Adviser (Energy),
Planning Commission within a week.
The
working Group will submit its report to the Planning Commission
latest by the 31st March, 2001.
