Terms
of Reference :
- Review the
status of reforms carried out in Coal Sector and make recommendations
for further reforms, specially for facilitating private sector
participation in coal exploration, mining, beneficiation, etc.
with an objective to have access to latest technologies of coal
exploration, production and utilization and to increase competitiveness.
- Prepare an
exploration programme for both regional/promotional and detailed
exploration for coal and lignite with an objective to intensify
exploration for coal and lignite to upgrade their reserves and
proven and mine-able categories. Make an assessment of the capabilities
of the exploration agencies for carrying out the exploration programme
and the need for participation of private sector
- Make a year-wise
projection of coal and lignite demand within a perspective of
15 years for the period 2002-03 to 2006-07 (Tenth Five Year Plan)
and to 2011-12 and 2016-17, with an objective to meet the projected
demand of power sector in particular and other end-use sectors
in general based on their respective requirement for both coking
and non-coking coal.
- Indicate
the pattern of growth and efficiency of utilization of coal and
lignite for the various end-use sectors. Indicate import requirements
of both coking and non-coking coal and scope for substitution
of petroleum products by coal and lignite.
- Make a year-wise,
coal and lignite production programme for augmentation of coal
production capacity to meet the projected demand of power sector
in particular and all other end-use sectors, with related financial
and economic implications. Indicate the gap, if any, between demand
and domestic availability of coal and lignite and suggest appropriate
measures including private sector participation to meet these.
- Make an assessment
of the financial and technical capabilities of the public sector
coal companies and suggest their restructuring with a view to
make them viable for achieving the projected coal and lignite
production.
- Make appropriate
recommendations for promotion of clean coal technologies comprising
washing and beneficiation of both coking coal for steel sector
and non-coking coal for power sector, extraction of deep seated
coal resources by means of underground coal gasification; extraction
of Coal Bed Methane (CBM); coal slurry transportation; Integrated
Gasification Combined Cycle (IGCC), Fluidised Bed Combustion (FBC),
etc. for efficient and economic utilization of these resources
as well as improvement of environmental aspects. Suggest measures
for developing coal gasification and networking of gas pipelines
for transport of coal gas to various consumers, in coordination
with Oil Sector.
- Make an assessment
of the reserves of CBM in potential coalfields and recommend suitable
technology for its exploitation.
- Suggest measures
for improving the domestic availability of washed coking coal
for steel sector with an objective to reduce import dependence
by improving the performance of coking coal washeries. Suggest
measures, including setting up of new washery capacity, to supply
non-coking coal with an ash content of 34% for power generation
in compliance with the directive of Ministry of Environment and
Forests (MoEF).
- Make appropriate
recommendations for development of port and rail infrastructure
for coal movement with an objective to reduce dependence on road
transportation. Suggest measures for improvement of the existing
infrastructure for coal movement from collieries to consuming
centers, as well as development of other infrastructures and facilities,
tike, power, communication, water, etc. for meeting the requirements
for projected coal production.
- Suggest suitable
measures for effecting improvement in formulation of coal and
lignite projects and minimizing time and cost over-runs in their
implementation.
- Suggest measures
for effective implementation of environmental management plans.
- Make an assessment
of the current status of S and T/R and D activities in the coal
and lignite sector and to formulate and recommend schemes, projects
and programmes in specified areas in view of the emerging energy
scenario and environmental implications. Suggest appropriate measures
for development of in-house R and D in the coal companies.
- Make an assessment
of the Safety and Welfare requirements of the workers in both
the underground and opencast mines, as well as, in the coal washeries.
- Make an assessment
of the year-wise investment, including foreign exchange component,
for achieving the Tenth Plan objectives and targets, including
foreign assistance/loans/buateral collaborations, etc.
In order to
assist the Working Group in its task, separate Sub-Groups on specific
aspects may be formed by the Working Group.
The Chairman
of the Working Group may co-opt experts as Members as and when deemed
necessary.
Non-officials
shall be entitled to TA/DA as permissible to Grade I officers of
the Government of India and the expenditure will be borne by Planning
Commission. The TA/DA of Government and Public Sector officials
will be borne by their respective organizations.
It is requested
that the name(s) of the representative(s) of organization(s) mentioned
may kindly be communicated to the Member-Secretary of 1he Working
Group under intimation to the Principal Adviser (Energy), Planning
Commission, within a week.
The Working
Group will submit its report to the Planning Commission latest by
the 31st March, 2001.
