Terms
of Reference :
- To review
the performance under Generation, Transmission and Distribution,
Renovation and Modernisation and Rural Electrification during
the Ninth Plan period and critically analyse the reasons for slippages/shortfalls
and suggest concrete measures to be adopted for improvement during
the Tenth Plan.
- To assess
the State-wise/region-wise demand for power in terms of both peak
and energy requirements.
- To recommend
the optimal mix of additional generating capacity to be created
during the Tenth Plan period in terms of hydro, thermal (coal,
gas, lignite and liquid fuel) and nuclear generation on the basis
of relative economics of different fuels at different locations.
The executing agency of the project i.e. State Sector, Central
Sector or Private Sector should also be identified. A possible
listing of the projects and their phasing for benefits during
Eleventh Plan may also be prepared so as to provide adequate funds
for taking advance action during the Tenth Plan period.
- To assess
the potentialities for improving availability of power from existing
power stations through Renovation and Modernisation/life extension
as investment in this area has distinct cost advantage over new
generation capacity.
- To maximise
benefit from the existing plants by improving their operational
efficiency and capacity utilization, improvement and augmentation
of Transmission and Distribution network and dealing effectively
the problem of T and D losses and theft of power; to assess the
investment requirements for such improved utilisation of the existing
assets and suggest the possible instruments for financing the
same.
- To suggest
in the light of experience gained so far, in promoting private
sector investment in the power sector, possible measures to be
facilitated by necessary policy regime, and also to assess the
possible resource availability with the utilities (public sector)
for financing new projects and to dovetail the policy of private
participation with the capabilities of utilities in such a manner
that co-ordinated power development plans are formulated.
- To recommend,
keeping in view the demand and the improved availability through
optimum utilisation of existing assets, targets for capacity addition
and energy generation State-wise/region-wise.
- To assess
the requirements on matching basis for Transmission and Distribution
works for utilization of power generated.
- To review
the reform process undertaken by States in the power sector including
privatization of distribution to see in what manner private sector
management can bring about greater improvement in efficiency.
- To review
the Rural Electrification programme taken so far and to suggest
measures for consolidation and extension of the programmes including
financial investment necessary for the same. Although 86% of the
villages are electrified, the number of household availing electricity
is limited to only 30%. Therefore, it needs to be examined in
what manner rural community may be persuaded to participate in
the household electrification programme Including financial and
technical support by Govt.
- To evolve
appropriate policies and institutional arrangements by which power
generated by non-utility/captive plants could be optimally utilized.
- To examine
the issues relating to the full cost-effective tariff level and
introduction of competition in supply to large consumers using
third party access (TPA) in a phased manner.
- To suggest
energy conservation measures through Demand Side Management (DSM)
such as staggering of load, time of the day meter, proper pricing,
reduction in the energy intensity in the large consumers etc.
- To recommend
the operational norms for thermal including Gas, Liquid fuel and
nuclear generations.
- To evolve
concrete measures for improving specific electricity consumption
for different end-use sectors and for load-levelling through tariff
and other measures.
- To work out
broad perspective to tackle problems in ash disposal, pollution
and other environmental issues.
- To make recommendations
regarding S and T programme to be implemented in the Tenth Plan
period and the institutional arrangements necessary therefore.
- Facilitating
gradual shifting from the State/Regional grid-based operations
to an integrated National Grid and exploring the possibility of
forming the regional grid of SAARC countries.
- To explore
avenues for purchase of power from the neighboring countries through
joint venture schemes.
In
order to assist the Working Group in its task, separate Sub-Groups
on specific aspects may be formed by the Working Group . These Sub-Groups
will furnish their reports to the Working Group.
The
Chairman of the Working Group may co-opt experts as he considers
necessary.
Non-officials
shall be entitled to TA/DA as permissible to Grade-l officers of
Government of India and the expenditure will be borne by Planning
Commission. The TA/DA of Government and Public Sector officials
will be borne by their respective organizations.
It
Is requested that the name(s) of the Representative(s) of organizations
mentioned may kindly be communicated to the Member-Secretary of
the Working Group under intimation to the Principal Adviser (Energy),
Planning Commission within a week.
The
Working Group will submit its report to the Planning Commission
latest by 31st March, 2001.
