Terms of reference :

1. to estimate the year-wise BCR of the States at 2001-02 rates of taxation, after examining in detail their components, for the Tenth Plan.
2. to explore the scope for the new measures and suggest targets for ARM by the State Governments during the Tenth Plan period;
3. to estimate year-wise net accrual to State Provident Funds. Net Market Borrowings (SLR based) and Loans against Small Savings, Proceeds from Disinvestment of SLPEs and net Miscellaneous Capital Receipts for the Tenth Plan; and
4. to estimate the year-wise contribution of State Level Public Enterprises (SLPEs), especially of the SEBs/Power utilities and SRTCs, for the Tenth Plan.
5. to estimate the year-wise Non-SLR based Market Borrowings through the investments of Bonds Debentures.
6. to estimate the year-wise Negotiated Loans from various financial institutions including LJC/GIC. NABARD, REC, D3BI and others; and
7. to estimate year-wise flow of external assistance available for the plan financing of states during the Tenth Plan in the light of recent trends with regard to utilisation of external aid for Externally Aided Projects (EAPs), flow of foreign direct investment etc.

The Chairman of the Working Group, if deemed necessary may constitute Sub-Groups and or co-opt additional members.

The expenditure on TA/DA etc of the official members in connection with the meetings of the Working Group will be borne by the respective Government Department/Institutions to which the member belongs. Non-Official Member will be entitled to TA/DA as admissible to Grade I Officers of the Government of India and this Expenditure will be paid by the Planning Commission.
