Terms
of reference :
- To assess
the present availability and future needs of medical manpower
in the country including requirement of specialists and super-specialists
in various categories, Medical Researchers and Medical Educationists,
keeping in view their migration and attrition rates with special
attention to the required manpower of doctors especially specialists
for Primary Health Care Institutions.
- To take stock
of annual intake of students and turnout of graduates and post
graduates of all disciplines of all types of professional colleges,
and to assess the health manpower production in relation to present
and projected needs of the country during the 10th Plan period.
- To suggest
mechanisms for ensuring uniformity of standards amongst the entrants
to all medical colleges and paraprofessional training institutions
and for improving the quality of education imparted in such institutions.
- To assess
health manpower planning and developmental needs with specific
reference to their requirements for training and education as
well as continuing education programmes for all categories of
health professionals and para professionals.
- Ensuring
a balance development of unpopular fields of medicine like anatomy,
forensic medicine, anaesthesia, biochemistry, etc.
- Evolving
strategies of strengthening of para-medical/nursing services,
- To suggest
mechanism to facilitate:
- Establishment
of essential linkages between health manpower production,
development and utilisation;
- Optimising
health manpower management system with special reference to
career development for various categories of professionals
and para professionals;
- Improving
management of health services.
- On the basis
of critical evaluation of die above reference areas, make recommendations
for policy formulation for 10* Plan period, recommend alternative
strategies for health manpower development, education to improve
cohesive functioning of the elements of the health care delivery
team.
- To suggest
mechanism(s) for periodically updating knowledge and skills of
medical and dental practitioners/para professionals (both public
and private) improving quality of care provided such as CME programmes/recertification.
- To ensure
optimal utilization of information technology for improving quality
and coverage as well as reducing cost of continuing medical education.
- To project
financial/physical requirements (i.e. targets etc.) for implementation
of these programmes during the 10th Five Year Plan.
The Chairman
may form sub-groups and co-opt official or non-official members
as needed.
The TA/DA of
non-official members of the Committee will be paid by the Department
of Health, Ministry of Health and Family Welfare as admissible
under Govt. rules. The TA/DA of the official members would be paid
by the respective Govt. Departments/Institutions to which they belong.
The Working
Group may submit its report 31st March 2001.
