Terms of reference :

1. i) To assess estimated burden 1996, 2001-2006
   • source of data
   • accuracy, reliability
   • problems in making estimates
   • methods for improvement in 10^th Plan period
2. ii) To review Status of ongoing major disease control programmes:
   • Objectives, strategy, plan initiatives, targets and outlays during 9^th Plan
   • Achievements, problems detected, midcourse correction, utilization of funds.
   • Proposed objectives, strategies, initiatives, targets for 10^th Plan including issues of sustainability, overlapping/duplication and verticalization.
   • Strategies to improve efficiency and- quality of services at primary/secondary/tertiary level.
   • Funding requirements during the 10^th Plan
3. In view of the above, identify priority areas for basic, clinical, applied and operational research during the 10^th Plan period
4. To suggest mechanisms of
   1. Involvement of NGO/private sector/community/local self government in implementation and monitoring the programmes proposed in the 10^th Plan.
   2. Improve communicable disease control services through the existing primary/secondary health care infrastructure.
5. Current pattern of monitoring and evaluation of the existing programmes and improvement proposed during 10^th Plan
6. Current status of HMIS, disease surveillance, its quality and utilization/proposed improvement during 10^th Plan.

The following major communicable disease control programmes will be reviewed:

1. Tuberculosis
2. Leprosy
3. AIDS/STD
4. Vector bome diseases Malaria, Filariasis and Kala azar
5. Viral diseases
   J.E. Dengue, Hepatitis
6. Water borne infection/diarrheal diseases

The Chairman of the Working Group, if deemed necessary, may constitute Sub-Groups and also co-opt additional members.

The TA/DA of non-official members will be paid by the Department of Health, Ministry of Health and Family Welfare as admissible under Govt. rules. The TA/DA of the official members would borne by parent Departments/Ministry/Organisation.

The Working Group may submit the report by 31^st March, 2001.
